Early Childhood Action Strategy (ECAS)

The ECAS Network brings together various stakeholders, including government and non-government organizations, to improve the system of care for Hawaii’s children. They engage in policy and advocacy to support efforts for improved childcare quality. They accomplish this by being organized into six cross-disciplinary teams, modeled after Lisbeth Schorr’s Pathways to Third Grade Success framework. Team themes include:

  •  Healthy and Welcomed Births
  • Safe and Nurturing Families
  • On-track Health and Development
  • Equitable Access to Programs and Services
  • High-Quality Early Learning Programs
  • Successful Early Childhood Transitions
