This is an article released by Early Edge California, a nonprofit that advocates for policies to improve early child care and education programs. California is a state in which 60% of children live in non-English speaking households, and as the COVID-19 pandemic has stretched early child care resources thin, there is a particular need for Dual Language Learner (DLL) children. 

The Dual Language Learner Policy Platform is a handbook created by educators and stakeholders. It guides decision-makers to build on the assets and recognize the needs of DLLs and their families when improving the state’s ELC system. The Platform’s recommendations align with the asset-based approach to DLLs in the California English Learner Roadmap and reflect its values and spirit. Recommendations identify both short-term and long-term goals.
