Wisconsin legislation would triple number of literacy tests for young students in effort to identify at-risk readers

Students in 4-year-old kindergarten through second grade take one annual reading assessment under current law. The bill would increase the frequency of those tests to twice a year for 4-year-old kindergartners and to three times a year for children in kindergarten through second grade.

Teachers would be required to create a personalized reading program for each student who scores in the 25% percentile or less on the tests.
