Establishes the Hawaii early childhood stipend program, which addresses the shortage of early childhood educators. This bill extends certain implementation dates of Act 46, SLH 2020, which requires families of public or charter school kindergarten students to disclose information of their student’s prior child care or prekindergarten attendance, to determine areas of having the highest need for those programs. The enactment of this legislation would add more structure and support systems for educators and childcare providers. The shortage of educators is a pressing problem in Hawaii, and this bill creates an avenue of support for these individuals.
