This act is to amend a general law in which pre-kindergarten grant programs are expanded and implemented in order to “reduce the achievement gap”. Children ages 2 years and 9 months until the child is able to start kindergarten are eligible for the pre-kindergarten programs. Elements of the act include a child to instructor ratio of no more than 10:1, maximum class size of 20 preschool students, evidence based curricula, inclusion of students with disabilities, and ongoing professional development for staff.
